Edwin Kelly, II

Mr. Kelly had 42 years of construction experience specializing in the following areas of expertise:  Marketing, Contracts Negotiation, Construction Materials Testing & Inspection, and Structural Design & Inspections Project Management.
Throughout his construction career, he has consistently demonstrated a commitment to excellence and has steadily expanded his scope of work and responsibilities.  Mr. Kelly’s construction career began in 1979 when he was employed as a construction inspector by a nationwide geotechnical and materials firm.  His experience includes both laboratory and field testing and inspection of soils, deep and shallow foundation systems, cast-in-place concrete, precast/prestressed concrete, reinforcing steel, timber, masonry, bituminous concrete, roofing systems, and structural steel.   He was quickly assigned supervisory and quality control/project management positions for some of the larger construction projects in the Washington Area including Mobil Oil World Headquarters in Fairfax, IBM Federal Systems Division’s Semi-Conductor Manufacturing Plant in Manassas, Virginia, and White Marsh Mall in Baltimore County, Maryland.
In the spring of 1985, Mr. Kelly accepted a position as Contracts Officer with Meyer Consulting Engineers.  MCE at that time specialized in structural design, steel inspection, and occasionally functioned as the Prime Design Consultant for parking garage structures.  At the time of his hiring, approximately 98% of the firm’s commissions originated from speculative real estate developers.  Consistent with the operations of a small business engineering firm, Mr. Kelly’s responsibilities covered a wide range of responsibilities at MCE including hiring of new personnel, project management of design commissions, project management of inspection commissions, marketing, and supervision of the billing/invoicing process.   Mr. Kelly’s initial primary tasks were to organize MCE’s project histories into a coherent, usable marketing format.  This was accomplished utilizing Dbase software.   For both private and public sector marketing commissions, this procedure cut 65% of the labor effort needed to apply for new projects while providing enhanced quality for critical acquisition submissions.
At the time of Mr. Kelly’s initial employment at MCE, corporate procedure was to issue billing every two to three months.  By using the Dbase project organizational and marketing computer applications, Mr. Kelly changed the billing period to once a month, resulting in enhanced cash flow and better day to day project financial management of structural design and steel inspection commissions.  The organization of the firm’s project histories into standard computerized formats was consistent with the objective of obtaining direct federal and local government contracts for engineering work.   Prior to his employment at Meyer Consulting Engineers, the firm had never obtained any direct Federal or State of Maryland Contracts of note.  Using project histories and resumes developed in governmental type formats, Mr. Kelly began to apply for these commissions.  This effort was immediately successful.

MichaelMoran

Michael Moran, PE

Past President (Retired)

Mr. Moran experience extended 38 years in the fields of structural, materials, and geotechnical engineering.   Prior to joining MCE  in 1979, he was the Division Manager of a nationwide geotechnical and materials engineering firm.  His unique background that encompasses three distinct engineering disciplines proved to be a valuable asset on many projects leading to the prompt resolution of the most difficult construction and design problems.
He is nationally recognized as an Expert Parking Consultant and completed over 500 parking commissions nationwide, including Value Engineering consultations.
His work has included new construction as well as structural repairs, renovations, modernizations, and additions.  Similarly, he functioned as the Prime Design Consultant for new and renovation construction, coordinating the work of multi-disciplinary A/E teams.
For new construction, his work encompassed independent, free standing structures housing as many as 2,000 vehicles, garages having associated multi-use (retail, commercial, office) areas and garages within structures of other primary use.  He has executed commissions in Historic Districts and was a member of the National Trust for Historic Preservation.

RobertMeyer

Robert Meyer

Mr. Meyer graduated from Notre Dame High School in Sherman Oaks, California in 1957 and then attended the Catholic University of America in Washington, earning a B.S.C.E.
Mr. Meyer began his structural engineering career in 1961 upon his graduation from the Catholic University.  He first worked as a structural designer for Horatio Allison and became a principal in that firm (Allison-Meyer) in 1964.  In 1978, he started his own firm in Rockville, Maryland – first known as Meyer Associates and later as Meyer Consulting Engineers.
He had extensive experience in all phases of consulting structural and materials engineering including private, public and military sector projects.  In his distinguished 41-year career, he has successfully executed over 6,000 commissions nationwide and including foreign experience in the Commonwealth of Independent States, Guam, Puerto Rico, Mexico, and Iceland.  His reputation for engineering excellence is such that he was selected to provide design consultation and inspect the 1989, 1993, & 1997 United States Presidential Inaugural Reviewing Stands and furnish specialized structural analysis of the New Air Force One Hangar at Andrews Air Force Base.
Other notable projects included Marriott’s Orlando World Center Resort in Florida, the 1,600 car Regent’s Parking Garage at the University of Maryland College Park, the 30-story Harborview Apartment Tower in Baltimore, the Air Rights Office Towers in Bethesda, the Willco Office Buildings in Rockville & Potomac, the Space Shuttle Enterprise Hangar at Dulles International Airport, the Forum Place government complex in Harrisburg, the million square foot Courtland Towers Apartments in Arlington and upgrades for Saint Matthew’s Catholic Cathedral in Washington.

With over 41 years of experience, Lawrence Nagielski is the Chairman and Chief Structural Engineer at Meyer Consulting Engineers. He has been with the firm for 37 years, providing structural design, inspection, and quality assurance services for a wide array of projects across the U.S. and internationally. His expertise spans educational buildings, military installations, office complexes, parking garages, and government structures. Lawrence is particularly experienced in educational facilities, having worked on projects from pre-school through university levels, as well as renovations and structural evaluations. His leadership ensures high-quality outcomes on all MCE projects.

Sanjoy Bose

Sanjoy Bose, P.E.

With over 30 years of international experience in structural and civil engineering, Sanjoy Bose has been a vital member of MCE for 22 years. He holds a Bachelor of Engineering in Civil Engineering from Calcutta University and a Master of Technology in Building Science & Construction Management from the Indian Institute of Technology. A Registered Professional Structural Engineer in the District of Columbia and Maryland, Sanjoy has managed a diverse portfolio of projects, including residential buildings, educational facilities, and complex structures for the U.S. State Department. His expertise encompasses a wide range of construction materials and methods, making him a respected leader in the industry. At MCE, he is responsible for training and managing staff, ensuring code compliance, and overseeing project design and execution.

Charles Fountain

With 23 years of experience in construction quality assurance and quality control, Charles Fountain serves as the Executive Vice President of Meyer Consulting Engineers. He has extensive expertise in quality program development, compliance monitoring, and special inspections, and holds certifications in a wide range of testing and inspection fields, including concrete, fireproofing, structural steel, and non-destructive evaluation. Charles is responsible for overseeing the firm’s quality service projects, ensuring that all processes meet the highest standards. Notable projects include the Ronald Reagan Airport Redevelopment and the Fort Meade NSA Feeders Contract.

With 15 years of experience, Kevin Bur is a Senior Project Structural Engineer and Vice President at Meyer Consulting Engineers. With over 57 years of experience, Arvind Parikh is a highly accomplished Senior Project Structural Engineer specializing in the design and inspection of steel, concrete, masonry, and wood structures. He has overseen the design of over 1,100 buildings and more than 48 million square feet of new construction. His expertise includes precast and post-tensioned concrete, seismic design, and forensic evaluations. Jamie Boots

Jamie Boots brings 25 years of construction quality control experience to his role as a Structural Inspector at Meyer Consulting Engineers. Certified as a CWI and holding ANST Level III certifications in visual testing, magnetic particle testing, and dye penetrant testing  & ANST Level II in Ultrasonic testing, Jamie specializes in quality assurance and code compliance for structural steel projects.
