Project Description

Size & Type of Project – New Construction – Military Waehouse and Office Space
ECB3 was the third building in the long-term development and recapitalization plan for the National Security Agency (NSA) at East Campus on Fort Meade. ECB3 comprises a multi-story operation 952,085 square foot facility with full basement for more than 3,690 personnel and includes a structured parking facility, utility infrastructure and two pedestrian bridges. The facility includes open office areas and operations areas, analyst/planner collaboration areas, cafeteria, and auditorium, mission support areas, joint staff offices, executive offices, machine rooms, storage, and meeting rooms, and new parking spaces for staff and visitors in a parking structure. ECB3 is provided state-of-the-art workspaces for some of NSA’s most critical mission elements and was constructed in an open-work environment with scalable and reconfigurable work spaces, which is enabled beneficial integration and collaboration of the workforce.
MCE Scope of Services
Meyer Consulting Engineers is functioning as the Quality Control/Quality Assurance/Independent Inspection Agency for the project. MCE utilized qualified personnel, state-of-the-art equipment, and systems to handle the firestopping special inspections and construction. Our work included firestopping to determine compliance with the plans, specifications, and referenced industry standards. Work began in May 2019 with completion in the forth quarter of 2023, unless amended by the government. The construction cost estimate was $775 Million.
